If i owed someone money can they call the cops on me and arrest me?

Nope, unless you signed a contractual agreement saying you will repay the person an X amount of money with an X amount of time, police cant get involved, even if you do have proof it has to be 40$ or more for the case to even make it to Small Claims Court
