Someone explain to me what is going on?

Okay so I'm 16, male. average looking (not to be cocky but i am leaning more towards of the good looking side than the ugly lol probably like a 7 out of 10) very quiet around people, I try to look good and wear neat and presentable clothes and smell smooth like james bond LOL. so my problem is, girls tend to look at me all the time but, thats just it, they look at me but they dont give a sign or talk to me, im not the sexiest beast in the world, heck im sticks and bones but not too thin to be anorexic. So what could I be doing wrong?
