There is a rare genetic disorder that causes a person to be born with thick hair all over his/her entire body. This disorder is called Hypertrichosis, and people with this condition are often referred to as "Wolf Men." I think it is very possible that people with this condition would have sparked the legend, as anything abnormal was considered demonic in the old days.
